In a video card, can one seperate the hdmi and dvi outputs?

It all depends whether your video card is meant to be able to drive two monitors simultaneously or not. Many modern cards do this. If this is the case there will be at least two video outputs at the back of the card. It is not possible to convert a VGA output into HDMI or DVI. It is possible to convert a DVI output into HDMI (DVI to HDMI cables are available).
